Aodh 9.0/mitaka has not synchronization with stable/mitaka

Detailed bug description:

There is not synchronization between stable/mitaka and 9.0/mitaka for project openstack/aodh. And we have not last version of stable/mitaka code in our branches. So, this situation is same for stable/newton branch.

There is identical problem for project openstack/python-aodhclient.

Impact: In result we have a permanent failed CI for new patches to these projects.
