Bug Description

heat autoscale template fails when executed from rally

autoscaling-group.yaml.template is the template I am using to test using rally

http://paste.openstack.org/show/590130/ - the rally yaml file which I am running

when execute above rally task file getting below error. But the same template is succesfully getting deployed with heat commands.

i find a error '403 Client Error: AccessDenied for url: http://controller:8000/v1/signal。。。' from http://paste.openstack.org/show/590128/
i want to konw what the 'controller' is, can rally handle the hostname?
