Handling of scheme/last-revision

Bug Description

Currently "make clean" will delete scheme/last-revision, but it can't be regenerated if the sources aren't a Bazaar repository (e.g. a tarball snapshot).

I'm not entirely sure what the right way to handle this is. Moving scheme/last-revision from CLEANFILES to MAINTAINERCLEANFILES is the closest thing I see to a solution. (MAINTAINERCLEANFILES are only deleted by "make maintainer-clean" and "may need special tools to reconstruct" them (e.g. Bazaar repo). Examples are "C source files produced by Bison, tags tables, Info files, and so on". [1])
