deprecate/remove v1 plugin

midonet v2016.06 is no longer supported.
besides that, for newton and later branches, infra decided to use only xenial, on which midonet v2016.06 does not likely work.
i guess it's good time to retire our v1 plugin, which is for midonet v2016.06.

    Desupport MidoNet v2015.06

    Remove v1 plugin which is for MidoNet v2015.06.

    Also, recommend ML2 plugin rather than v2 plugin.
