Bug Description
Setting passwords manually in undercloud.conf will fail if the password is numbers only.
"12345678" will not work and running openstack underloud install will fail because "12345678" is read as an integer and its not accepted.
"1234567h" is OK.

I suppose we should fix this, despite the obvious fact that any all numbers password is a terrible password ;)
