Phone intermittently fails to ring on incoming calls

Bug Description

On my Aquaris 4.5, OTA-13, on an incoming call, sometimes the phone fails to ring. The standard ringing notification appears on the screen, but no sound is emitted. On occasion, I have observed the sound to start being emitted but cut off within half a second.

This makes my phone half unusable, as it fails to notify me of incoming calls.

I have a video of this if it would be useful, but won't post it in public as it has personal information visible. Please let me know if you'd like to see this.

It seems to me that this is most likely to happen if I haven't used the phone in a while. If I answer the call (because I notice the screen) or make a call, testing immediately after the phone does seem to consistently ring.

I wonder if this is related to bug 1633319 that I've just filed. Is it failing to ring when under significant memory pressure?

I believe this is also a regression from a previous OTA, either 12 or 11.

Note that all other function seems to work. If I miss the call, the LED flashes as expected. I can answer the call as expected. And so on. It's just the ring that doesn't sound.

I have verified that the phone is not on silent, that the ringer volume is on full, and so on. I demonstrate this in my video after the phone fails to ring.
