Horizon dialog box cannot be moved once titlebar is off screen

Bug Description

Select Compute->Images then click the +Create Image button.

Using the mouse, grab the titlebar of the Create Image dialog box and drag it upwards such that the title bar is no longer visible in the window.

You can no longer drag the dialog box down to access fields in the top of the dialog box

Expected results: You should not be able to drag the dialog box outside the frame. A Scroll bar should be placed on the side of the dialog box to allow users to scroll up and down to see fields that are not displayed on the screen.

Workaround: Click on the Cancel button to close the dialog box and start over. Enter items at the top of the dialog box first, then drag the dialog box up so that fields in the lower area can be addressed.

Looks like this wasn't tested on master branch, what version are you using?

As far as I know there's no way stop modals being dragged off the screen (I still need to double check this). I would mark this as Wishlist.

This is a problem with legacy (non-angularjs) modals, since the latter can't be dragged. Hence the issue being reported is with the legacy Images panel. The same can be see in Volumes though using the Add Volume modal.
