Fuel version should be changed to the 9.2

We have introduced update for the fuel version here [0], but for now we are working on fuel 9.2. Thus version should be bumped to the 9.2.

Steps to reproduce:
1) Update the fuel packages to the latest version
2) Call `fuel --fuel-version`

Actual result:
[root@nailgun ~]# fuel --fuel-version
api: '1'
auth_required: true
feature_groups: []
openstack_version: mitaka
release: '9.1'

Expected result:
fuel version is 9.2 here and in the other places I don't actually know (maybe other places, such as UI, etc., get version from nailgun settings yaml, if yes, this change will be enough).

Fuel Sustaining team, versions up is quite urgent thing, especially in a few days before FF, so priority was changed to Critical.
