setting custom text window backround color has no effect

Bug Description
when I set and apply a custom color for text window background I can see the selected color in the widget tab.
But the color is the default again when I reopen the tool.
Also I can not see any changes for example on the address bar of pcmanfm.
So no affect on the system theme if I set this color.
