VN in L3-only mode does not work in vCenter integration

Note: Naveen N. found this issue and understands it (he thinks it is an issue in the agent).

The issue was seen in a vCenter-only setup. Two VMs with one interface in the same VN (port group) only communicate successfully with each other if the VN is set to L2-only or L2_L3. However, if the VN is set to L3-only, forwarding breaks and all intra-subnet flows remain in Hold (H) status.

Compute forwarding mode correctly while parsing packet received from a physical interface.

As the forwarding mode was not set to L3, in L3 only VN case the packet
trapped for flow was being ignored. When packet trapped is received from a
physical interface, set the forwarding mode to L3 when received with the
MAC of the physical interface.
