software updater breaks packages

Bug Description

System is an up to date Ubuntu 16.04. Run "software" program. Believe it when it says you have updates. Try to log back in and packages are broken. Cinnamon is semi removed (won't restart) and when you try to reinstall it you get messages like:

scott@bluerock:~$ sudo apt install cinnamon
Reading package lists... Done
Building dependency tree
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

 cinnamon : Depends: libmuffin0 (>= 3.2.0) but it is not going to be installed
            Depends: gir1.2-meta-muffin-0.0 (>= 3.2.0) but it is not going to be installed
            Recommends: cinnamon-bluetooth but it is not installable
E: Unable to correct problems, you have held broken packages.
