All the instack-undercloud pep8 jobs are failing

All patches on both master and newton are failing with the following error:

/instack_undercloud/undercloud.py:70:1: E305 expected 2 blank lines after class or function definition, found 0

    Fix pep8 job

    All the pep8 jobs on master/newton started failing due to the styling
    error corrected in this patch. This code has been around for a while, I
    assume flake8 or similar was recently updated.
