Include project info when get stacks across projects

Now we can get stacks across all projects in two situations:
1. set policy of "stacks:global_index" and then take the parameter 'global_tenant=True'
2. if you are super user which has admin role and in admin project, you will get the stacks across all project

The first situation we will return the project info which the stack belongs to, but the second situation we won't return the project info.
