default keystone token provider is not defined

Currently tripleo relies on the upstream puppet-keystone defaults for the token provider. tripleo ha CI was recently broken when the upstream changed their defaults[0]. We should define our expected token format in tripleo so that we do not get broken by an upstream change. Additionally this will help start the work towards supporting fernet tokens in tripleo.

    Define keystone token provider

    In order to eventually enable fernet tokens for keystone, we need to be
    specify the token provider. This change codifies the current default
    used by TripleO of uuid tokens and fernet token setup disabled.
