Webstaff work log stores duplicate checkouts when override required

Bug Description
Evergreen 2.11, affects all versions.
When checking out an item to a patron in the browser client, if the checkout requires an override, the circulation is tracked twice in the work log.
To reproduce:
1. Load a patron and apply a large fine (e.g. $50.00) so that any checkouts require an override.
2. Check an item out to the patron, ensuring that an override was needed.
3. Open the work log (from admin -> local admin) and see 2 entries.

Confirmed in 2.11 & 2.12, both with Bill's use case as well as in precat checkout. Interestingly sometimes (but not always) the worklog will show a 2ms difference in the two timestamps.
