Fuel UI buttons have no :focus style

Bug Description

Steps to reproduce:
1. navigate to some button in Fuel UI using keyboard.

Expected result: the button will be highlighted to tell the User it is in focus.
Actual result: the button isn't highlighted on focus. It's unclear for the Ueer if it available for pressing Enter key or not.
