Bug Description

Terminal window hides behind desktop status bar

When I open "terminal" it positions itself to top left upper corner of the monitor UNDER desktop status bar and the left icons bar. ( I have noted that some other apps do same, but have no details on that right now ) The only way to get full view of the "terminal" window is to grab it below the desktop status bar about 1 inch from the left edge of the monitor. No other place will do.
Than it can be moved around ,but will not dock to the desktop status bar as any other app will do.
It appears that "terminal" is not "top window" to use Windows terminology.
    Annoying. Ubuntu 16.04

Yes, it affect "Files", "Eclipse IDE".
But these apps , including Terminal will "stay bellow the desktop status bar when moved around.

I have previously incorrectly stated that "Terminal" will not "docK" to the status bar.
