fuel --fuel-version now returns "openstack_version: mitaka" without '-9.0' suffix

"openstack_version: mitaka" is presented without '-9.0' suffix

System tests are relying on "openstack_version" with suffix in plugin tests:

Dev team, please bring the light: if this is product bug - fix it, if this output is "by design" - pass the bug to fuel-qa team

It is 'by design' in MOS downstream.
