cannot configure refresh rate and picks non-optimal defaults

Bug Description
The display prefs don't allow configuring the refresh rate. This might be fine in 99% of all normal usecases, but in my particular case, the panel exposes the refresh rates in a non-ordered fashion:

xorg starts up correctly at 100hz with no extra configuration in xorg.conf; but as soon as the pantheon session is brought up (or comes out of monitor suspend/deep sleep), something switches the panel to 60hz.
I've confirmed this is Pantheons' work; any other WM (that doesn't touch display settings) works fine.
A half-working workaround is to add
xrandr --output DP-0 --mode 3440x1440 -r 100.00
to the startup items, but this does not solve the problem when the display comes out of deep sleep (and thus gets reintroduced to xorg, and thus whatever inside Pantheon is nicking 40hz).
