StackLight installation failed after upgrade from 9.0 to 9.1 and fuel-mirror

Bug Description

Steps to reproduce:
1. Deploy a cluster with 3 controllers and 1 compute on "clean" MOS 9.0.
2. Upgrade it to MOS 9.1 according to the doc https://mirantis.jira.com/wiki/display/QA/MOS+9.1+installation using 9.1 release snapshot #343 http://mirror.fuel-infra.org/mos-repos/ubuntu/snapshots/9.0-2016-10-03-142321/
3. Run "fuel-mirror create -P ubuntu -G mos; fuel-mirror apply --replace -P ubuntu -G mos"
4. Enable StackLight 1.0 plugins and add 1 toolchain node.
5. Deploy changes.

Expected result:
Env succeessfully deployed, StackLight plugins work as expected

Actual result:
Deployment failed on toolchain node with the following errors http://paste.openstack.org/show/588655/

Note: when I deployed cluster with "clean" MOS 9.0 there was only one mos repo. During upgrade procedure I added mos-proposed repo as described in the doc. And after running fuel-mirror command mos-proposed repo was removed and repos mos, mos-security, mos-holdback and mos-updates were added. Maybe it's a root cause of the failure.

It looks like a Fuel issue not specific to stacklight plugin. I added the bug to fuel project

Looks like this bug is not actual, since the issue was with broken package dependencies. It was tested on non-release snapshot. If this issue appear, please re-open the bug.
