Recent fuel-library update breaks VMs migration

We have disabled all vCPU extensions to solve the bug #1618473. As a result, updated fuel nodes are deploying new computes with incompatible vCPU config. As a result, it is impossible to migrate existing VMs from "old" computes to new ones.

We have decided to revert the patches made to stable branches.
