Files deleted on USB devices don't appear in the system recycle bin.

Bug Description
Any files deleted from a USB device (sent to the system recycle bin) don't appear in the system recycle bin in 16.10. However, if I connect the USB device to another system running 14.04, the files appear in that system's recycle bin. I can only guess the problem is with Nautilus - I had previously incorrectly reported this as a bug with Shotwell #1634767
