Charm depends on /usr/bin/python but doesn't install it

Bug Description
On a freshly installed Xenial KVM we don't have a /usr/bin/python installed, only /usr/bin/python3
However the ntp install hook uses a #!/usr/bin/python shebang and therefore fails

The charm now uses python3 for all hooks.
