No error when I try to delete a plan that's still deployed

Bug Description
When the user tries to delete a plan that currently in use (still deployed), the GUI shows the deletion in progress, and after a while it stops and the plan is not deleted. No error is displayed.
It used to show an error when you tried to delete a plan that's still in use in an existing deployment (a stack with the same name as the plan exists). The user shouldn't get such a silent failure.

Couldn't reproduce this on the latest master - an error is displayed if deletion of a plan with an existing associated stack is attempted.
