Bug Description
When enabling "Tap to click" in System Settings -> Mouse & Touchpad, it isn't enabled when in the greeter, which is counterintuitive and causes initial confusion.
It should be enabled in the greeter when any user has enabled it in their account, to get the intuitive behaviour; MacOS does this.
