Started from snapshot 466
Reproduces on ANY deployment
Deploy fails without any verbose error, cluster is not operable;
Deployment graph does not contains all required tasks, it looks like it was broken in one of commits below:
ce0c7d2 Add default tags
55ac025 Fix minor issues in tag API
87e292b Fix tags creation and migration for plugins
8e4970e Resolve tasks by node tags
6f86ab6 Add tag API
6068002 Workaround is required to prevent deadlock in task serializers.

Root cause of late detection - unit tests for sync commit was failing from October, 31 to November, 3

By now it reproduces locally. The problem is in roles resolution, digging further.
