For 2.1, lets just not add ipv6 autoconf addresses to interfaces.

This code change, in addition to ignoring EUI64 addresses, also addresses the /128 issue by placing /128 IPs into the best subnet known for an interface, making Bug 1625847 a duplicate of this one.
