Bug Description

Steps to reproduce:

 1. Delete /etc/presage.xml

 2. Run presage

Expected result:

 Presage should use its default profile and run as normal

Actual result:

 Presage crashes because the ONLINE_LEARNING configuration value is missing from the default profile.
