liblzo.a (static library) fails to link on 16.10, AMD64 (needs `-fPIC`)

Bug Description

When linking with `liblzo.a`, the error:

   Build error liblzo2.a(lzo1x_1.o): relocation R_X86_64_PC32 against symbol `memset@@GLIBC_2.2.5' can not be used when making a shared object; recompile with -fPIC

occurs, this wasn't a problem on Ubuntu 16.04.

To test this: following the build steps here can redo the problem: https://github.com/opentoonz/opentoonz/blob/master/doc/how_to_build_linux.md
