suppress-logout-restart-shutdown setting does not work from unity-greeter, i.e. when logged out

Bug Description

I did "gsettings set com.canonical.indicator.session suppress-logout-restart-shutdown true" in Ubuntu 16.04.1 LTS

Then tried to shutdown the PC (by pressing the power-button or in the indicator-session) while logged-out. I expected an immediate shutdown without a menue showing. Instead the restart-shutdown selection menue (without the logout option as I was logged out) still came up.

When I was logged in, shutdown worked without menue as expected but logout still showed the menue
