Summary dialogue for Apply does not list changes

Bug Description

The summary dialogue presented after selecting apply does not show the list of changes to be made.
It only has a horizontal line where I expect the text to be.

1) The release of Ubuntu you are using, via 'lsb_release -rd' or System -> About Ubuntu
pvruser@pvr:~$ lsb_release -rd
Description: Ubuntu 16.04.1 LTS

2) The version of the package you are using, via 'apt-cache policy pkgname' or by checking in Software Center

3) What you expected to happen
Summary dialogue with the text of the changes to be made

4) What happened instead
The dialogue does not show the changes to be made.
The rest of the dialogue is intact.

I have attached a series of screenshots showing the sequence for an example change.
This fourth attachment shows the summary dialogue that should contain the text describing the changes.
