Doesn't Resume from Sleep (Suspend) via Mouse or Keyboard

Bug Description
My Linux Mint 17.3 Cinnamon (x64) system Sleeps (Suspend) just fine. It also wakes just fine if I press the power button on the computer. But, it does not wake from Sleep if I move the mouse or hit a key on the keyboard. I'm dual-booting Windows and it does this without issue on that side. It would be really nice if I could wake the system via the mouse/keyboard on the Linux side of things.
BTW: I've done 4 or 5 clean installs of various flavors of Linux Mint 17.x and 18.0 Cinnamon (x64) on this machine and have never been able to wake from Sleep via mouse/keyboard in Linux.

A bit more information: my mouse and keyboard are Logitech wireless versions (no wired mice or keyboards in the house). The mouse is a M705 and the keyboard is a K350. The wireless receiver dongle is plugged into a USB 2.0 port.
