Oslo.policy reports warnings that `cyclical reference`

While having check on the rules, it report:

WARNING oslo_policy.policy [req-e9704494-4ec5-4645-ac2b-5c90459b41ba admin demo] Policies ['baremetal:driver:get_raid_logical_disk_properties', 'baremetal:chassis:get', 'baremetal:driver:get', 'baremetal:node:get_states', 'baremetal:node:get', 'baremetal:port:get', 'baremetal:driver:get_properties', 'baremetal:node:get_boot_device'] are part of a cyclical reference.

However there is no cyclical reference here.

This issue was fixed in the openstack/oslo.policy 1.17.0 release.

That's all well and good, but can we get this backported for Newton?

i.e update of requirements and such?
