Bug Description
Once VIMs are registered, name and description of VIMs cannot be
updated since the update functionality is not implemented.
Also, is_default attribute cannot be changed from 'true' to 'false'
by API/CLI, while it can be changed from 'false' to 'true'.
Currently user needs to delete/register VIM to change these attributes.
Tacker should offer a way to update these attributes to improve operability.
