Can you provide some more details on this? I'm not sure if the requirement is simply for more zaqar notificatins (e.g to wire in the event sink to a zaqar queue for the overcloud stack create), or for a specific action which somehow derives a percentage completed (e.g number of (CREATE|UPDATE)_COMPLETE vs IN_PROGRESS resources)?

So, I don't know too much about what specifically needs to happen, but what we're currently doing in the UI is polling the heat stack for updates and then displaying the diff on the deployment progress page. Ideally we'd have a zaqar <something> set up to send messages about updates instead of having to poll them. Does that help?
