Bug Description

Running the validation with:

mistral execution-create tripleo.validations.v1.run_validation '{"validation_name": "mysql-open-files-limit"}'

fails with the following message:

unable to find /home/heat-admin/.my.cnf. Exception message: (1045, "Access denied for user 'heat-admin'@'localhost' (using password: NO)")
