My /ect/init/mysql.conf file has start disabled ("#start..."), probably creating the issue.

From the title I am not exactly sure what the issue you are reporting is. If you are modifying the init files things may not work as expected.

I am making this bug as "Incomplete" for the time being. If you could provide additional details as to why you think this is a bug in Ubuntu and then move the bug back to "New" that would be appreciated.

Sorry, this was the first report to Ubuntu that has ever left my
computer. I am pretty sure the cause of the problem was because I
disabled sql from starting by modifying its /etc configuration file. I
don't really use it, but prefer to keep it on my computer. It is not
really a bug for me. I some how fixed something else that got bug
reporting working on my computer. You should disregard my report.
