Bug Description

Running the ctlplane-ip-range validation with:

mistral execution-create tripleo.validations.v1.run_validation '{"validation_name": "ctlplane-ip-range"}'

fails with this message:

Could not open the undercloud.conf file at '/home/stack/undercloud.conf'

    Fix the ctlplane-ip-range validation

    This adds "become: true" to the undercloud.conf task, because that file
    may not always be accessible by the validations user.
