Bug Description

When we time out, if agents are lost, there should be a specific error. This would make the problems in http://reports.vapour.ws/releases/issue/57e1fd95749a566c3cf09419 more clear. And just in general, Juju should not lose agents for an extended period. But losing them for a short time (e.g. while doing upgrades or backup/restore) is acceptable.

This is similar to bug #1635670 and could be done at the same time.
