[7.0][SWARM] OSTF tests fail after in neutron_l3_migration_after_reset

Bug Description

Run test neutron_l3_migration_after_reset, that includes yhe next steps

1. Revert snapshot with neutron cluster
2. Create an instance with a key pair
3. Manually reschedule router from primary controller
to another one
4. Reset controller with l3-agent
5. Check l3-agent was rescheduled
6. Check network connectivity from instance via
dhcp namespace
7. Run OSTF

Actual Result:

We no longer support MOS5.1, MOS6.0, MOS6.1
We deliver only Critical/Security fixes to MOS7.0, MOS8.0.
We deliver only High/Critical/Security fixes to MOS9.2.
