[2.1.0] Creating a bond doesn't work and no feedback is provided if fabric in interfaces is 'disconnected'

Bug Description
When trying to create a bond with 2 interfaces that have the fabric disconnect, MAAS 'create' button doesn't work and it does not display any feedback.
Reproduce:
1. Pick two interfaces and set the fabric to "Disconnected"
2. Select both interfaces and click "Create bond"
3. Leave settings as default and click on the "Create" button.
4. Nothing happens, button is clickable but no feedback, no nothing.
Expected:
1. Pick two interfaces and set the fabric to "Disconnected"
2. Select both interfaces and click "Create bond"
3. Leave settings as default and click on the "Create" button.
4. Bond created
5. User selects fabric/vlans etc.
