Bug Description

Today we allow multiple VMIs to have refs to the same BGPaaS object. The backend is not designed to handle this configuration correctly. As such, each VMI should have its own separate BGPaaS object and this should be enforced by the front-end.

Assigning to Siva for UI change, config team can also make the appropriate check in api server.
