Bug Description

Upon upgrade from 16.04 to 16.10 this error started occurring. I was upgrading via the integrated updater.

This bug looks very similar to https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=859307 that has been fixed in my recent upload of cracklib2 2.9.2-4 in Debian unstable.
