Remove send_state from bgp and xmpp peer UVEs

Bug Description
UI currently shows a Status field that a combination of the state machine
state (Idle, Connect, Established etc.) and an internal send_state related
to update transmission (in sync, not in sync, not advertising) for bgp and
xmpp pers.
There're a couple of issues with the latter:
1. It's hard to explain and not very useful for the end user
2. It can change frequently during normal operation, especially during
times of heavy output processing
3. It's not being updated in the UVE accurately in many cases (because
of 2 above)
We should get rid of the send_state from the BgpPeer UVE and the UI so
that the status shows only the state machine state. Note that we do show the send_status correctly in introspect.
