Bug Description

When building packages if git is absent, then we should not set
html_last_updated_fmt. It can still be set via the -D switch
when building with sphinx-build.

@Armando: Eh, no. When building a package there is no git tree available (we build from sdist tarballs) so there is no need to have git and it does not work.
