Bluetooth does not stay turned off after reboot

Bug Description

I want to turn bluetooth off by default, because it is a very rare use case that I need it.

I go and look at the bluetooth documentation to find out how to do this.

The bluetooth documentation does not contain instructions on how to turn bluetooth off by default.

I do understand how to click an on/off button, but not how to turn it off by default, I would expect instructions on how to do that. The docs itself hint that it is a smart thing to turn bluetooth off to conserve power.

I don't quite understand what you mean. If you turn bluetooth off, it will be off until you turn it on again, won't it? What's the difference between that and "by default"?

Bluetooth is enabled again automatically on restart.

I need to turn it off manually after every reboot.

That's not how it's supposed to work AFAICT, and I can't reproduce it, so this is reasonably not a documentation matter.

Changed the affected package to unity-control-center and reworded the title.
