Agent is unable to get monitor serial number

Bug Description
In our enviroment agent fails to get serial numbers from d-sub connected monitors.
In log I see:
SetupAPI Connect: Trying to connect to SetupAPI on device <Localhost>...OK.
SetupAPI: Enumerating DISPLAY devices...
EDID : Monitor DEL.F049.4A39394C (33/2013), Serial <82K5X38DJ99L>
EDID : Monitor DEL.A07D.304B4E55 (37/2011), Serial <TTMDG1950KNU>
EDID : Monitor , Serial <>
SetupAPI: Enumerates DISPLAY devices finished (3 objects)...
SetupAPI: Enumerating MONITOR devices...
SetupAPI: SetupDiGetClassDevs MONITOR failed with error 6.
SetupAPI: Enumerates MONITOR devices finished (0 objects)...
SetupAPI Disconnect: Disconnected from SetupAPI.
I've also checked with edid readers and they are able to read monitor's serial number.
