Bug Description

logrotate files are missing for ceilometer in
https://github.com/openstack/kolla/tree/master/ansible/roles/common/templates

when https://bugs.launchpad.net/kolla/+bug/1635307 is triggered this resulted in the ceilometer-collector.log growing to fill the entire disk which resulted in kolla services crashing.

the log grew to 30+GB in 24hours
