Launcher icon doesn't switch to application on different workspace

Bug Description
Old wine to the new bottles. I am experiencing the same issue as in #1228352:
If I choose a launcher icon with application running on different workspace the workspace won't switch. (Menu for an app will appear on upper bar.)
