[vCenter] Deployment failed on task upload_cirros (Fuel 9.2)

Fuel 9.2 snapshot-id#3 with DVS plugin 3.1.0

Detailed bug description:
Deployment has failed on task 'upload_cirros'.

Steps to reproduce:
   - Create env with vCenter and DVS plugin
   - Add following nodes:
         * Controller
   - Configure VMware vCenter Settings. Add vSphere cluster and configure Nova Compute instance on controller.
   - Try to deploy env

Observed behavior:
Deployment has failed. All nodes are finished. Failed tasks: Task[upload_cirros/1] Stopping the deployment process!

    Update upload_cirros to support multiple images

    This change creates a puppet parser function to convert the
    test_vm_image from hiera into a glance_image compatible array of hashes
    that can be used with create_resources. Previously vmware deployments
    included an extra TestVM to be uploaded but during the rewrite of the
    upload_cirros task this ability was dropped.
